近(jin)日(ri),江蘇省住房和(he)城鄉建設廳正式發布《2024年全省住房和(he)城鄉建設工(gong)作要點》。

具體內容如下:

2024 年(nian)是(shi)中(zhong)(zhong)(zhong)(zhong)華人民共和國(guo)成立75周年(nian),是(shi)全(quan)(quan)面完成“十四(si)五”規劃的關(guan)鍵一(yi)年(nian)。全(quan)(quan)省住房(fang)(fang)城(cheng)鄉(xiang)建設系統(tong)要堅(jian)持以(yi)(yi)習近平新(xin)(xin)時代中(zhong)(zhong)(zhong)(zhong)國(guo)特色社會主義思想(xiang)為指導,全(quan)(quan)面貫徹落實(shi)(shi)黨的二十大(da)精神,以(yi)(yi)中(zhong)(zhong)(zhong)(zhong)國(guo)式現代化(hua)為藍圖,以(yi)(yi)高質(zhi)量(liang)發展為主線,對(dui)標對(dui)表(biao)“走(zou)在前、做示(shi)范”的光(guang)榮使命,在大(da)變局中(zhong)(zhong)(zhong)(zhong)看到(dao)新(xin)(xin)端倪、在新(xin)(xin)起點上拓展新(xin)(xin)視角、在新(xin)(xin)格局中(zhong)(zhong)(zhong)(zhong)跨(kua)入新(xin)(xin)賽(sai)道(dao)、在新(xin)(xin)實(shi)(shi)踐中(zhong)(zhong)(zhong)(zhong)落實(shi)(shi)新(xin)(xin)舉措,推動行(xing)業轉(zhuan)型升級,持續增進民生福祉,強化(hua)科技、人才(cai)、信息化(hua)支撐,提升本質(zhi)安全(quan)(quan)水(shui)平,著力打造宜居智慧韌性城(cheng)市(shi)和宜居宜業和美鄉(xiang)村,以(yi)(yi)全(quan)(quan)省住房(fang)(fang)城(cheng)鄉(xiang)建設新(xin)(xin)成效助力中(zhong)(zhong)(zhong)(zhong)國(guo)式現代化(hua)江蘇新(xin)(xin)實(shi)(shi)踐。

一、著力構建房地產發展新模式

1.促進(jin)房(fang)(fang)地(di)產(chan)市(shi)場平穩健康發(fa)展。積(ji)極優(you)化(hua)調整房(fang)(fang)地(di)產(chan)政策,結(jie)合(he)市(shi)場實(shi)際因城(cheng)施(shi)策、精準施(shi)策,引導住房(fang)(fang)消(xiao)費(fei)需(xu)求,暢通(tong)住房(fang)(fang)交易渠(qu)道。準確把(ba)握城(cheng)鎮(zhen)化(hua)格局、產(chan)業(ye)(ye)(ye)調整和(he)房(fang)(fang)地(di)產(chan)市(shi)場供求關系等(deng)重大(da)趨勢性(xing)變化(hua),加快推動房(fang)(fang)地(di)產(chan)開發(fa)、物(wu)業(ye)(ye)(ye)服務(wu)、中介服務(wu)等(deng)企(qi)業(ye)(ye)(ye)轉型升級,探(tan)索構(gou)建(jian)房(fang)(fang)地(di)產(chan)業(ye)(ye)(ye)發(fa)展新模式。積(ji)極推動住宅品質改善,著力(li)建(jian)設好(hao)房(fang)(fang)子、好(hao)小區、好(hao)社區,推進(jin)住房(fang)(fang)供給側結(jie)構(gou)性(xing)改革,實(shi)現供求關系新平衡(heng)。推動完(wan)善房(fang)(fang)屋從開發(fa)建(jian)設到維(wei)護使(shi)用的全生(sheng)命周期基礎性(xing)制(zhi)度。積(ji)極穩妥化(hua)解房(fang)(fang)地(di)產(chan)風險,一視同仁(ren)滿足(zu)不同所有制(zhi)房(fang)(fang)地(di)產(chan)企(qi)業(ye)(ye)(ye)的合(he)理(li)融資需(xu)求,持續做(zuo)好(hao)保(bao)交樓工(gong)作,加快項目建(jian)設交付,加強過(guo)程監管(guan)和(he)驗收管(guan)理(li),切實(shi)保(bao)障購房(fang)(fang)人權益,維(wei)護社會大(da)局穩定(ding)。

2.穩(wen)妥有序實(shi)施(shi)(shi)“三(san)大工程(cheng)”。研究制定省級層面實(shi)施(shi)(shi)方(fang)案(an),指導相關(guan)城市加(jia)(jia)快出(chu)臺實(shi)施(shi)(shi)方(fang)案(an)、配套政(zheng)策等,抓住政(zheng)策機遇(yu),結(jie)合城市實(shi)際,處理(li)(li)(li)好市場(chang)與保(bao)障(zhang)的關(guan)系,進一(yi)步規(gui)范資金管理(li)(li)(li),加(jia)(jia)快項目(mu)落地,高質量完成年度目(mu)標(biao)任務。全年完成城中村改造60707戶、新開工安置住房(fang)93077套,新開工(籌集)保(bao)障(zhang)性住房(fang)6315套,新開工(籌集)保(bao)障(zhang)性租(zu)賃住房(fang)162447套。持續加(jia)(jia)強公租(zu)房(fang)運營管理(li)(li)(li),推(tui)進公租(zu)房(fang)申(shen)請(qing)“一(yi)件(jian)事一(yi)次辦”。推(tui)動保(bao)障(zhang)性住房(fang)和商品住房(fang)協調發展,逐(zhu)步構建“多主體供給、多渠道保(bao)障(zhang)、租(zu)購并舉”新型住房(fang)制度。

3.扎實(shi)推(tui)進(jin)老(lao)舊(jiu)(jiu)小區(qu)改(gai)(gai)造和物(wu)(wu)(wu)業(ye)(ye)管(guan)理水平提升。加大老(lao)舊(jiu)(jiu)小區(qu)改(gai)(gai)造力度,夯實(shi)工作責任,做到(dao)項目化(hua)落(luo)實(shi)、節(jie)點化(hua)推(tui)進(jin)、高(gao)效(xiao)率實(shi)施,全年新開工改(gai)(gai)造城鎮老(lao)舊(jiu)(jiu)小區(qu)1060個、惠及居(ju)民(min)約(yue)25.3萬戶(hu),到(dao)“十四(si)五”期末基本完成2000年底(di)前建(jian)成需(xu)改(gai)(gai)造的城鎮老(lao)舊(jiu)(jiu)小區(qu)。著力強化(hua)物(wu)(wu)(wu)業(ye)(ye)管(guan)理,持(chi)續推(tui)進(jin)黨建(jian)引(yin)領物(wu)(wu)(wu)業(ye)(ye)管(guan)理服務(wu)、省級示范物(wu)(wu)(wu)業(ye)(ye)管(guan)理評價、“美(mei)好家園”建(jian)設活動(dong)等(deng),推(tui)動(dong)智慧物(wu)(wu)(wu)業(ye)(ye)信息(xi)化(hua)平臺建(jian)設,不(bu)斷(duan)改(gai)(gai)進(jin)物(wu)(wu)(wu)業(ye)(ye)監管(guan)手(shou)段,提升物(wu)(wu)(wu)業(ye)(ye)服務(wu)水平。

4.有(you)效發揮住(zhu)房(fang)(fang)公(gong)積(ji)金政策效應。繼(ji)續(xu)推廣常州、蘇州試點(dian)城(cheng)市(shi)靈活就業人員(yuan)參加住(zhu)房(fang)(fang)公(gong)積(ji)金制(zhi)度經驗。重點(dian)支持購買首套(tao)住(zhu)房(fang)(fang)及共有(you)產權房(fang)(fang)等保障性住(zhu)房(fang)(fang),加大支持新(xin)市(shi)民(min)(min)、青年(nian)人、多子女家庭等提(ti)取(qu)住(zhu)房(fang)(fang)公(gong)積(ji)金租(zu)購房(fang)(fang)安居(ju)。優化長(chang)三(san)角“一(yi)網通(tong)辦”服務效能。提(ti)升數據質量,開展住(zhu)房(fang)(fang)公(gong)積(ji)金管理中心年(nian)度體檢(jian)評(ping)估(gu),推進住(zhu)房(fang)(fang)公(gong)積(ji)金領域數字(zi)人民(min)(min)幣應用(yong)創(chuang)新(xin)升級(ji)。做好與青海省住(zhu)房(fang)(fang)公(gong)積(ji)金結對幫扶工作(zuo)。

二、切實加強城市建設管理

5.推(tui)進(jin)城鎮(zhen)污(wu)水處理提質增效。認真做好迎接長江經(jing)濟(ji)帶(dai)專項(xiang)生態環(huan)境保護督察準備工作(zuo),扎(zha)實(shi)推(tui)進(jin)中央生態環(huan)境保護督察反饋問題(ti)(ti)、長江經(jing)濟(ji)帶(dai)國(guo)家和省警(jing)示(shi)片披(pi)露問題(ti)(ti)等生態環(huan)境突出問題(ti)(ti)整改。

6.加大市(shi)(shi)政(zheng)基(ji)(ji)礎(chu)設施建設力度(du)。堅(jian)持適度(du)超前(qian)進(jin)行基(ji)(ji)礎(chu)設施建設,加快推(tui)進(jin)燃氣管道等老化(hua)更新改(gai)造,積(ji)極運用新設備、新技術、新材料(liao)、新工(gong)藝,按照年度(du)工(gong)作目(mu)標(biao)計劃壓茬(cha)推(tui)進(jin)。加強(qiang)市(shi)(shi)政(zheng)基(ji)(ji)礎(chu)設施重(zhong)點工(gong)程項(xiang)目(mu)儲備,積(ji)極爭(zheng)取新增國債支持,推(tui)動(dong)項(xiang)目(mu)建設,持續擴大有效投(tou)資。進(jin)一步健全(quan)城市(shi)(shi)供水安(an)全(quan)保(bao)障體系,確(que)保(bao)飲用水安(an)全(quan)。

7.強(qiang)化城鄉(xiang)生(sheng)活垃(la)圾(ji)分類(lei)治理能(neng)力(li)。以垃(la)圾(ji)分類(lei)小區(qu)質效(xiao)提(ti)(ti)(ti)升、垃(la)圾(ji)分類(lei)與再生(sheng)資源(yuan)“兩(liang)網融合”、有害垃(la)圾(ji)區(qu)域全量統籌處理、垃(la)圾(ji)分類(lei)基層(ceng)治理和物業作(zuo)用有效(xiao)發揮、居民分類(lei)意(yi)識激(ji)活提(ti)(ti)(ti)升等為重(zhong)點,綜合施策、久(jiu)久(jiu)為功(gong),不斷提(ti)(ti)(ti)升垃(la)圾(ji)分類(lei)實效(xiao)和群眾參與度、滿意(yi)度和獲得感。

8.提升城(cheng)市(shi)(shi)(shi)精細化管(guan)(guan)(guan)理水平(ping)。加(jia)強城(cheng)市(shi)(shi)(shi)管(guan)(guan)(guan)理示(shi)范市(shi)(shi)(shi)(縣(xian)(xian))創(chuang) 建(jian)過程管(guan)(guan)(guan)理,創(chuang)成一批城(cheng)市(shi)(shi)(shi)管(guan)(guan)(guan)理示(shi)范市(shi)(shi)(shi)(縣(xian)(xian))。加(jia)快推(tui)進(jin)(jin)(jin)城(cheng)市(shi)(shi)(shi)管(guan)(guan)(guan)理運管(guan)(guan)(guan)服平(ping)臺(tai)建(jian)設,逐步(bu)實現城(cheng)市(shi)(shi)(shi)運行“一網統(tong)管(guan)(guan)(guan)”和國(guo)(guo)家省市(shi)(shi)(shi)數據互聯共用。深入實施停車(che)便(bian)利(li)化工程,積極總結推(tui)廣成功經(jing)驗做法,著力破(po)解老舊小區、醫院(yuan)、學校(xiao)、熱(re)門景(jing)區等的(de)停車(che)難題,大力推(tui)進(jin)(jin)(jin)機關企事業單位(wei)(wei)內部停車(che)場對外開放(fang)共享,全(quan)年新增公共停車(che)泊(bo)位(wei)(wei)6.5萬(wan)個(ge)、共享停車(che)泊(bo)位(wei)(wei)3萬(wan)個(ge)。研究推(tui)進(jin)(jin)(jin)“停車(che)指數”評價,建(jian)立完(wan)善(shan)停車(che)治理長效機制(zhi)。扎實開展(zhan)全(quan)國(guo)(guo)無障(zhang)礙建(jian)設示(shi)范城(cheng)市(shi)(shi)(shi)(縣(xian)(xian))創(chuang)建(jian),有序組織推(tui)進(jin)(jin)(jin)國(guo)(guo)家完(wan)整(zheng)社(she)區試(shi)點建(jian)設。

三、推動完善城市功能品質

9.深(shen)入實(shi)施(shi)城(cheng)市(shi)(shi)(shi)(shi)更新(xin)(xin)行(xing)動。將城(cheng)市(shi)(shi)(shi)(shi)更新(xin)(xin)作(zuo)為(wei)重(zhong)要抓手,推動城(cheng)市(shi)(shi)(shi)(shi)轉型(xing)發展。及時總結首批國(guo)家試點城(cheng)市(shi)(shi)(shi)(shi)經驗(yan)做法,做好兩(liang)批次80個(ge)省(sheng)級試點項目跟(gen)蹤管理,確保(bao)項目有效落地、高(gao)效實(shi)施(shi)。探索(suo)把(ba)城(cheng)市(shi)(shi)(shi)(shi)體(ti)檢作(zuo)為(wei)重(zhong)要抓手,一(yi)體(ti)化推進(jin)城(cheng)市(shi)(shi)(shi)(shi)體(ti)檢和(he)城(cheng)市(shi)(shi)(shi)(shi)更新(xin)(xin)工(gong)作(zuo)。整合優化城(cheng)鄉(xiang)建設獎補(bu)資金,加大對城(cheng)市(shi)(shi)(shi)(shi)更新(xin)(xin)工(gong)作(zuo)的引(yin)導推動力度。

10.著力加(jia)強城(cheng)鄉(xiang)歷(li)史(shi)(shi)(shi)文(wen)(wen)(wen)化保(bao)(bao)護傳(chuan)承和建(jian)筑文(wen)(wen)(wen)化普(pu)及。貫(guan)徹實施省(sheng)人大《關于在城(cheng)鄉(xiang)建(jian)設中加(jia)強歷(li)史(shi)(shi)(shi)文(wen)(wen)(wen)化保(bao)(bao)護傳(chuan)承的決定》。完成江蘇省(sheng)城(cheng)鄉(xiang)歷(li)史(shi)(shi)(shi)文(wen)(wen)(wen)化保(bao)(bao)護傳(chuan)承體系規(gui)劃。組織開展歷(li)史(shi)(shi)(shi)文(wen)(wen)(wen)化資源調查,開展城(cheng)鄉(xiang)歷(li)史(shi)(shi)(shi)文(wen)(wen)(wen)化遺產(chan)數字化信息(xi)平(ping)臺建(jian)設研究(jiu),持(chi)續做好歷(li)史(shi)(shi)(shi)文(wen)(wen)(wen)化名(ming)城(cheng)名(ming)鎮名(ming)村(cun)申報、歷(li)史(shi)(shi)(shi)文(wen)(wen)(wen)化街區(qu)劃定與(yu)歷(li)史(shi)(shi)(shi)建(jian)筑確定工作,推動規(gui)劃期(qi)限為2035年(nian)的歷(li)史(shi)(shi)(shi)文(wen)(wen)(wen)化名(ming)城(cheng)名(ming)鎮名(ming)村(cun)保(bao)(bao)護規(gui)劃編制

11.創新推(tui)動(dong)綠(lv)色(se)低碳(tan)建(jian)筑高質量發展(zhan)。指導(dao)各(ge)地制定(ding)和實(shi)施(shi)城(cheng)鄉(xiang)建(jian)設領域碳(tan)達(da)峰實(shi)施(shi)方案。制定(ding)《城(cheng)鄉(xiang)建(jian)設碳(tan)達(da)峰碳(tan)中和先(xian)導(dao)區實(shi)施(shi)管理細則》,推(tui)動(dong)無錫錫東新城(cheng)、蘇州高鐵新城(cheng)等城(cheng)鄉(xiang)建(jian)設“雙碳(tan)”先(xian)導(dao)區建(jian)設。結合(he)光伏產能建(jian)筑、零碳(tan)建(jian)筑等試(shi)點,推(tui)進(jin)超低能耗建(jian)筑規(gui)模化發展(zhan)。探索綠(lv)色(se)金融試(shi)點,研究制定(ding)綠(lv)色(se)金融與綠(lv)色(se)建(jian)筑協同發展(zhan)政(zheng)策措施(shi)。及(ji)時總(zong)結推(tui)廣(guang)常州綠(lv)色(se)建(jian)造(zao)(zao)試(shi)點經驗成果,大力推(tui)進(jin)綠(lv)色(se)建(jian)造(zao)(zao)。

12.持(chi)續拓展(zhan)城市(shi)高品質(zhi)綠色生(sheng)活空(kong)間。體(ti)系(xi)化推進口袋公園(yuan)、城市(shi)綠道、林(lin)蔭路(lu)和林(lin)蔭空(kong)間、濱水綠岸等(deng)(deng)建設(she),建成(cheng)“樂(le)享園(yuan)林(lin)”活力空(kong)間80處以上,探索在中小(xiao)學校、幼(you)兒園(yuan)周邊(bian)配套建設(she)公園(yuan)、公廁和等(deng)(deng)候區(qu)等(deng)(deng)場(chang)所(suo)設(she)施。推動(dong)具備條件(jian)的(de)公園(yuan)綠地全面開(kai)放(fang)共享。組(zu)織開(kai)展(zhan)“身邊(bian)的(de)自(zi)然樂(le)享的(de)園(yuan)林(lin)”公園(yuan)生(sheng)活季系(xi)列活動(dong),推動(dong)公園(yuan)“+健身”“+文(wen)化”“+市(shi)集”等(deng)(deng)創新(xin)實踐,培(pei)育公園(yuan)消費新(xin)場(chang)景。

四、助力打造宜居宜業美麗鄉村

13.推動特色(se)田園鄉(xiang)村(cun)(cun)高(gao)質量發展。深入(ru)開展特色(se)田園鄉(xiang)村(cun)(cun)面上(shang)創(chuang)建,完成140個年度創(chuang)建任務。制定省特色(se)田園鄉(xiang)村(cun)(cun)示(shi)范區(qu)評價標準(zhun),指導首(shou)批省級特色(se)田園鄉(xiang)村(cun)(cun)示(shi)范區(qu)培育(yu)試點扎實開展工作,擇優遴選第(di)二批培育(yu)試點。深入(ru)實施“走進(jin)田園,回(hui)望鄉(xiang)村(cun)(cun)”專項行動,對(dui)已(yi)命名省級特色(se)田園鄉(xiang)村(cun)(cun)進(jin)行跟蹤指導和回(hui)顧(gu)評價。舉辦第(di)三屆“丹青妙筆繪田園鄉(xiang)村(cun)(cun)”等活(huo)動。

14.推動農房(fang)建設(she)(she)品質(zhi)提(ti)升(sheng)。突(tu)出(chu)農房(fang)安全和(he)(he)品質(zhi)提(ti)升(sheng),優化完(wan)善農房(fang)建設(she)(she)管(guan)(guan)理(li)(li)制(zhi)度,著力推進老舊農房(fang)改善,大力開展“萬師下(xia)鄉,萬村(cun)和(he)(he)美”行動,加強(qiang)鄉村(cun)建設(she)(she)工匠(jiang)隊伍培(pei)育管(guan)(guan)理(li)(li),強(qiang)化農房(fang)設(she)(she)計引領、示范(fan)引導和(he)(he)風貌塑(su)造,推動建設(she)(she)結構(gou)安全、功能適用、風貌協調、配套(tao)完(wan)善的現代宜居農房(fang)。

15.推(tui)動傳(chuan)統(tong)村(cun)落加大(da)保護(hu)力度。堅持保護(hu)與發展(zhan)并重,指(zhi)導蘇州市吳(wu)中(zhong)區(qu)、宜(yi)興(xing)市扎實(shi)推(tui)進全國傳(chuan)統(tong)村(cun)落集中(zhong)連(lian)片保護(hu)利用(yong)示范建設(she)。持續組(zu)織開展(zhan)省級傳(chuan)統(tong)村(cun)落和傳(chuan)統(tong)建筑組(zu)群的調查申報,做好保護(hu)名錄的動態(tai)更新。

16.推(tui)動(dong)小城(cheng)鎮(zhen)提(ti)升綜(zong)合承載能力。統(tong)籌抓好新型(xing)城(cheng)鎮(zhen)化和(he)鄉村全面振興,結合美(mei)麗宜居小城(cheng)鎮(zhen)建(jian)設試(shi)點(dian)培育(yu)、沿海特色(se)風(feng)貌(mao)塑(su)(su)造、大運河(he)文化保(bao)護傳(chuan)承利用等(deng)(deng)工作,持續(xu)開(kai)展(zhan)重點(dian)及特色(se)鎮(zhen)發展(zhan)項(xiang)目(mu)示范,強化設計方案(an)源(yuan)頭(tou)把關,實(shi)行全過程(cheng)項(xiang)目(mu)化管理,著力推(tui)動(dong)小城(cheng)鎮(zhen)建(jian)設在人居環境改善、鎮(zhen)區功能提(ti)升和(he)特色(se)風(feng)貌(mao)塑(su)(su)造等(deng)(deng)方面取得明顯成效(xiao)。開(kai)展(zhan)2021年(nian)(nian)度(du)示范項(xiang)目(mu)驗收,有(you)序推(tui)進2022年(nian)(nian)度(du)、2023年(nian)(nian)度(du)示范項(xiang)目(mu)建(jian)設。

五、有力推動建筑產業轉型升級

17.引導促進(jin)(jin)建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)高質(zhi)量(liang)發(fa)展。認真貫(guan)徹落實(shi)(shi)省政(zheng)府《關于促進(jin)(jin)全省建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)高質(zhi)量(liang)發(fa)展的(de)意見》和全省建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)高質(zhi)量(liang)發(fa)展大會部(bu)署要求,推(tui)進(jin)(jin)建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)產業(ye)(ye)(ye)結構(gou)調整,支(zhi)持(chi)省內(nei)(nei)建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)以聯合體方式進(jin)(jin)入高附加值(zhi)基礎設(she)施(shi)建(jian)設(she)領域(yu)。大力推(tui)進(jin)(jin)建(jian)設(she)領域(yu)智改數(shu)轉網聯,加快推(tui)進(jin)(jin)智能建(jian)造發(fa)展,組織(zhi)開展示范項目和企(qi)業(ye)(ye)(ye)申(shen)報評(ping)選工作。支(zhi)持(chi)省內(nei)(nei)建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)優質(zhi)資(zi)(zi)源(yuan)整合,培育組建(jian)集(ji)投資(zi)(zi)、建(jian)設(she)、運營一體的(de)大型建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)。用(yong)好資(zi)(zi)質(zhi)審批(pi)“綠(lv)色(se)通道”,積極幫(bang)助企(qi)業(ye)(ye)(ye)紓困解難。支(zhi)持(chi)優質(zhi)企(qi)業(ye)(ye)(ye)將總部(bu)遷移到(dao)我省或在省內(nei)(nei)設(she)立(li)獨(du)立(li)法人全資(zi)(zi)子公司,積極落實(shi)(shi)可直(zhi)接申(shen)請省級審批(pi)權限(xian)內(nei)(nei)相關資(zi)(zi)質(zhi)的(de)要求。

32.推(tui)進法(fa)治(zhi)政(zheng)府建設(she)。自覺(jue)運用法(fa)治(zhi)思(si)維和法(fa)治(zhi)方(fang)(fang)式履(lv)行職責、推(tui)動(dong)發(fa)展(zhan),進一步加強(qiang)依法(fa)行政(zheng)工(gong)(gong)作,加強(qiang)合法(fa)性審(shen)查(cha)。聚焦城市(shi)更新、行政(zheng)執(zhi)法(fa)體系改革、提高(gao)本質(zhi)安全水(shui)平等方(fang)(fang)面(mian),積極創新、重點突破,著力推(tui)進行業領域(yu)治(zhi)理(li)體系和治(zhi)理(li)能力現(xian)代化。配合省人大做好《江蘇省物業管(guan)理(li)條(tiao)例(li)》二審(shen)相(xiang)關工(gong)(gong)作以及《江蘇省城鎮房屋使(shi)用安全管(guan)理(li)條(tiao)例(li)》《江蘇省城建檔案管(guan)理(li)辦法(fa)》立法(fa)起草(cao)工(gong)(gong)作。持續推(tui)動(dong)住房城鄉建設(she)四級執(zhi)法(fa)監(jian)督(du)體系建設(she),完善(shan)行政(zheng)執(zhi)法(fa)監(jian)督(du)機制。

33.加快(kuai)住房城(cheng)鄉(xiang)建(jian)設(she)數字(zi)(zi)化轉型。深(shen)入落實住房城(cheng)鄉(xiang)建(jian)設(she)領域(yu)數字(zi)(zi)化轉型和廳數字(zi)(zi)政(zheng)府建(jian)設(she)工(gong)作方案要求(qiu),積極推(tui)進“智慧(hui)住房和城(cheng)鄉(xiang)建(jian)設(she)”平臺(一期)建(jian)設(she),持(chi)續(xu)優(you)化完善廳綜合服務(wu)平臺、省(sheng)(sheng)工(gong)程建(jian)設(she)項目審批(pi)管(guan)理(li)系統、省(sheng)(sheng)農(nong)房建(jian)設(she)服務(wu)管(guan)理(li)信(xin)息系統等信(xin)息平臺。印發《江蘇省(sheng)(sheng)住房和城(cheng)鄉(xiang)建(jian)設(she)廳網(wang)(wang)絡(luo)安(an)(an)全(quan)實施細則》,持(chi)續(xu)開(kai)展網(wang)(wang)絡(luo)安(an)(an)全(quan)專項行動,筑(zhu)牢網(wang)(wang)絡(luo)安(an)(an)全(quan)屏障(zhang)。

34.做好(hao)信(xin)訪穩定工作(zuo)。聚焦“權責明、底數清、依(yi)法(fa)(fa)辦、秩序(xu)好(hao)、群(qun)眾滿(man)意”目標(biao),聚力(li)推進(jin)預防、受理(li)、辦理(li)、監(jian)督追責、維護(hu)秩序(xu)“五個(ge)法(fa)(fa)治(zhi)(zhi)化”,深入開展信(xin)訪問題源(yuan)頭治(zhi)(zhi)理(li)和房地產領(ling)域(yu)信(xin)訪突出問題攻(gong)堅兩(liang)項(xiang)重點工作(zuo),努力(li)實現(xian)每(mei)一項(xiang)訴(su)求(qiu)都有人辦理(li)、群(qun)眾每(mei)一項(xiang)訴(su)求(qiu)都依(yi)法(fa)(fa)推進(jin),進(jin)一步壓降住房城鄉建(jian)設領(ling)域(yu)信(xin)訪問題,依(yi)法(fa)(fa)依(yi)規(gui)推動信(xin)訪秩序(xu)持(chi)續好(hao)轉,不斷提升信(xin)訪工作(zuo)法(fa)(fa)治(zhi)(zhi)化水(shui)平(ping)。

35.做好(hao)新形勢下新聞宣(xuan)傳工作。深入貫徹(che)落實省委(wei)省政府重大主題(ti)宣(xuan)傳要(yao)求,聚焦年(nian)度重點工作,組織舉辦新聞發(fa)布會(hui)、在線訪談、政風熱線等活動(dong),持續豐富中國建(jian)設報“江蘇(su)深度”專(zhuan)欄。積極主動(dong)與(yu)媒(mei)體做好(hao)溝通交流,抓好(hao)政務新媒(mei)體陣地建(jian)設,加強對(dui)廳主管(guan)內部資料(liao)性出版物(wu)管(guan)理,強化輿情監測研判、應(ying)對(dui)處置各項工作,努力營造良好(hao)輿論氛圍。

八、全面加強黨的領導

36.堅(jian)定不(bu)移推進(jin)政(zheng)治建(jian)設。堅(jian)持和加強(qiang)黨(dang)的全面領導,強(qiang)化政(zheng)治機關(guan)(guan)意識(shi),堅(jian)定捍衛“兩個確立”,堅(jian)決做到(dao)“兩個維護”,自覺(jue)從黨(dang)和國家(jia)事業發展(zhan)大局、省(sheng)(sheng)委省(sheng)(sheng)政(zheng)府決策部署出發謀劃推進(jin)住房城(cheng)鄉建(jian)設工作。深化用(yong)好(hao)(hao)(hao)“第一議題”制度,及(ji)時跟(gen)進(jin)學(xue)(xue)(xue)習(xi)貫徹習(xi)近平總書記(ji)最新重(zhong)要講話重(zhong)要指示精(jing)神,特別是關(guan)(guan)于住房城(cheng)鄉建(jian)設工作的重(zhong)要論述。鞏固拓展(zhan)主題教育成(cheng)果,積極推動將本部門本單位主題教育好(hao)(hao)(hao)經驗好(hao)(hao)(hao)做法上升為具體制度規(gui)范,建(jian)立健全以學(xue)(xue)(xue)鑄(zhu)魂(hun)、以學(xue)(xue)(xue)增智、以學(xue)(xue)(xue)正風(feng)、以學(xue)(xue)(xue)促干(gan)長(chang)效機制。

37.切(qie)實(shi)加強(qiang)(qiang)組織(zhi)建(jian)(jian)設。堅持圍繞中心服(fu)務(wu)大局,持續深(shen)化模范機(ji)關建(jian)(jian)設,扎實(shi)開(kai)展(zhan)(zhan)“四強(qiang)(qiang)”黨(dang)支部創建(jian)(jian),把黨(dang)支部建(jian)(jian)設成(cheng)(cheng)為有效實(shi)現黨(dang)的領導的堅強(qiang)(qiang)戰斗堡壘。大興調查研(yan)(yan)究(jiu)(jiu)之風,落(luo)實(shi)好黨(dang)員領導干部“四下(xia)基(ji)層(ceng)”制(zhi)度,務(wu)實(shi)開(kai)展(zhan)(zhan)調查研(yan)(yan)究(jiu)(jiu),加強(qiang)(qiang)成(cheng)(cheng)果運用轉化。推動(dong)(dong)落(luo)實(shi)黨(dang)建(jian)(jian)與業(ye)務(wu)工作(zuo)“四個一起”機(ji)制(zhi),積(ji)極創新開(kai)展(zhan)(zhan)“黨(dang)建(jian)(jian)引領+”新實(shi)踐,著力拓展(zhan)(zhan)行(xing)業(ye)系統黨(dang)建(jian)(jian)業(ye)務(wu)融(rong)合發展(zhan)(zhan)新領域。常態(tai)化開(kai)展(zhan)(zhan)“我為群(qun)眾(zhong)辦實(shi)事”活動(dong)(dong),真心實(shi)意服(fu)務(wu)群(qun)眾(zhong),走好新時代黨(dang)的群(qun)眾(zhong)路線。

38.縱(zong)深推進(jin)黨風廉政(zheng)建(jian)設。嚴(yan)格(ge)抓好中央八項(xiang)規定實施細則精神和(he)省委(wei)具體辦法落(luo)實,落(luo)實縮(suo)減會議、文(wen)件相關制度,為基層減負賦能。嚴(yan)格(ge)落(luo)實“過緊日(ri)子”要求,厲行節約反對(dui)浪費(fei)。強(qiang)化財政(zheng)資(zi)金監(jian)管,不斷(duan)優化財政(zheng)資(zi)金使(shi)用結構和(he)方式,提(ti)高財政(zheng)資(zi)源(yuan)配置效(xiao)率和(he)使(shi)用效(xiao)益,加強(qiang)審計和(he)績效(xiao)評價,切實保(bao)障財政(zheng)資(zi)金安全高效(xiao)使(shi)用。

39.繼續加強(qiang)干(gan)部隊(dui)伍建(jian)設。深入貫徹新時代(dai)黨的(de)組織路線和干(gan)部工(gong)作(zuo)方針政策(ce),健全(quan)干(gan)部隊(dui)伍建(jian)設工(gong)作(zuo)機(ji)(ji)制(zhi),鍛造堪當現代(dai)化(hua)建(jian)設重(zhong)任(ren)的(de)高素質干(gan)部隊(dui)伍。加大掛職交流實施力(li)度,推動干(gan)部深入基(ji)層一線學(xue)習(xi)鍛煉(lian)。鼓足干(gan)事創業精氣(qi)神,綜合運用好“三項機(ji)(ji)制(zhi)”具體(ti)措施,把關心(xin)愛護(hu)干(gan)部落到實處,持續激發不怕(pa)困難、不畏艱險、勇(yong)于(yu)斗(dou)爭(zheng)、敢于(yu)勝利的(de)濃厚(hou)氛圍(wei)。做好全(quan)系統評優評先工(gong)作(zuo),充分發揮先進集體(ti)、先進工(gong)作(zuo)者和勞動模范等典型示范引領作(zuo)用。

40.持續推動新時代老干(gan)部(bu)(bu)工(gong)(gong)作(zuo)高質量發展。結(jie)合離退(tui)休(xiu)干(gan)部(bu)(bu)工(gong)(gong)作(zuo)調(diao)研成果,積(ji)極謀劃離退(tui)休(xiu)干(gan)部(bu)(bu)工(gong)(gong)作(zuo)創新創優(you)新機制,試行《廳離退(tui)休(xiu)干(gan)部(bu)(bu)黨(dang)員積(ji)分激(ji)勵辦(ban)法》,進(jin)一步優(you)化(hua)離退(tui)休(xiu)干(gan)部(bu)(bu)黨(dang)組織建設。
